Accountability Statement

• Manages the design, development, testing and transition of IT solutions to production.
• Acts as a technical expert supporting IT solution development related to particular business units in the organization, and liaises with project managers, both internaland external, to ensure solutions meet the business requirements and adhere to technical architecture and designs.
• Manages project based delivery team(s) and Vendors/augmented staff to delivering effective technology solutions and business process improvements that will enhance the operations of particular business units as a whole

Key Contributions

Functional & Technical

- Manages the end–to-end delivery of IT solutions that meet customer needs within established enterprise architectural standards and policies by:

• Reviewing new customer requests in conjunction with Business Relationship Managers to determine the impact on/overlap with existing solutions or new solutions identified on the IT delivery roadmap
• Managing the development of solution requirements and design to ensure that new solutions or upgrades can be seamlessly integrated, adhere to policies and architectural principles, and are consistent with overall vision
• Contributing to feasibility studies for solutions under consideration for purchase, and advises on business needs, integration into existing systems functional requirements, system compliance, and interface specifications
• Developing application solution architecture that accurately translates business requirements to technology and ensures the design will meet business requirements
• Monitoring solution development, ensuring alignment to the established solution design and assisting in identification, assessment and communication of solution risks
• Manages solution developers to resolve issues on assigned solutions and escalating issues on assigned solutions

- Provides input and assists with vendor management by:

• Collaborating with internal stakeholders and translating the functional business requests to contract specifications; providing input during RFP process and contract negotiations
• Providing direction to the vendor during the project start-up period including sharing knowledge gathered such as preliminary business, functional and technical requirements, and project planning materials
• Monitoring vendor delivery for the duration of the project to ensure alignment with the solution requirements
• Liaising with business clients and vendors to monitor customer satisfaction with the solution and intervenes to improve project delivery efficiency and effectiveness, when required
• Supporting escalated issues on assigned solutions between the business and IT/vendor
• Providing input related to project change requests that affect scope, cost delivery and the nature of contract outputs

- Manages the application standard Systems Development Life Cycle (SDLC) processes to develop software applications and solutions in response to business requirements including any change initiatives

- Manages the technical documentation for all design aspects to provide support to solution development and testing teams for enterprise solutions

- Participates in tier 3 application support activities including incident management and supports the assessment and delivery of application upgrades and patches

Customer & Stakeholder

• Collaborates with, and provides expertise to, clients on solutions; articulates and persuades relative to the value of the program / project, and ensures delivery of the value as committed
• Consults regularly with clients to determine their needs and develop plans for improved service delivery
• Collaborates with the Enterprise Architecture team on the solution design to ensure it conforms to enterprise architectural standards and future roadmaps
• Liaises with Project Manager/Delivery Coordinator (internal or external) throughout the solution development lifecycle.
• Participates in project steering committee meetings as an IT representative
• Collaborates with the Project Management Office to determine the optimal model with which to source the project, considering available internal and external resources

Operational Excellence

• Contributes to policies directly impacting the development of application functionality used to manage and administer application security and access
• Recognizes and validates existing and potential systems opportunities in order to provide advice and guidance
• Oversees application of standardized change management procedures to migrate applications and fixes/patches/upgrades from development through User Acceptance Testing (UAT), to production

Financial Stewardship

• Provides input to budgets and staffing plans that adhere to corporate standards and applicable legislation; meets service delivery objectives and manages project and department activities within budgetary limits
• Reviews progress and endorses scope, time or cost changes as relates to the solution delivery; escalates severe problems and informs business and relationship managers of any impact on business’ requirements
• Assists PMO with accurate forecasting, budgeting and financial management for each project

People Leadership

• Provides technical guidance as well as technical design and production support staff in the course of solution management, solution design, project and support activities
• Manages personnel in performing day-to-day IT functions by motivating and developing employees, planning and delegating work, and setting individual priorities and goals consistent with overall IT objectives.

Job Requirements *

Education

• Completion of a diploma in Computer Science, or a related discipline – or a combination of education, training, and experience deemed equivalent

Experience

• 3+ years of experience on JD Edwards Grower Module, and 3+ years experience on JD Edwards Blend Module.
• Knowledge of Hubble (Insight) software an asset.
• 8+ years of related work experience with a background in analysis, design and development of corporate systems’ architecture. Must have an excellent knowledge of the principles, practices, and standards of the Systems Development Life Cycle
• 3+ years of project, solutions, processes and IT staff management experience in a complex business environment
• Business and IT solution design and development experienceis preferred

Certifications & Designations

• The Open Group Architecture Framework (TOGAF), an asset
• ITIL Foundations, an asset
• Current project management certification from a recognized institute (e.g. Project Management Professional (PMP) or PRINCE2), an asset

Technical Competencies

• Knowledge of the principles and practices of systems development and the systems development life cycle (SDLC) process, with the ability to promote a coherent corporate approach to enterprise application delivery using a multi-tiered architecture
• Experience analyzing solution needs and determining resources required to meet objectives
• Knowledge of operating systems, middleware, and other technologies for building and maintaining multi-tiered enterprise business solutions
• Experience with working at the senior level and with diverse, distributed teams
• Experience with multiple, industry standard, structured, and agile methodologies
• Leadership, problem solving, interpersonal, and oral/written/presentation skills to lead the analysis, design, and development of enterprise business solutions across multiple platforms
• 3+ years of experience on JD Edwards Grower Module, and 3+ years experience on JD Edwards Blend Module
  Knowledge of Hubble (Insight) software an asset.
